When you try to buy an app from another country from your country's itunes store it prompts you to create a new account. You can do that and choose to put no credit card info and put a fake address from that country into it and you'll have an account from that country. Try reconnecting. I have had it installed for some time now. The message you got seems to imply the service is only temporarily down. I want to use that VPN connection on my iPhone to download the BBC app and then stream the video. I didn't research/fight it long, tho.
